It looks like it. On a Japanese Square Enix page, you’ll find a Napoleon quote and the familiar “2” logo fromCall of Duty: Modern Warfare 2. Or a Ronald Reagan quote. It seems that they rotate. Actually, as far as the logo goes, you’ll have to watch it for a few seconds. The “2” appears and then disappears.

More telling is the copyright information at the bottom of the page. The copyright is Activision’s, and the wordsCall of Dutyare right there for everyone to see. I think it’s pretty safe to call it.

The idea seems odd in our heads, but it is one big publisher to another. I’m sure JapaneseCall of Dutyfans are glad it is coming, and they don’t really care much about who is bringing it to them.
